Part 2 of 3 in the January 25 interview with Clem Shute. This second segment of the interview starts with the question, "Is your sense that what is being proposed in the Regional Plan Update will accomplish the Clarity Challenge of the TMDL--get the lake from a 2012 measure of 64.4 feet to a 2016 measure of 71 feet? Mr. Shute here talks about the nearshore environment, algae and watershed restoration.

The 'proclamation' signed by the Governors & Mr. Blumenfeld called for a net 6 inch annual clarity increase over 65 years, perhaps in recognition of the political reality of 1.5 billion dollars already spent (100 million $$/yr. since 1997), which belies the 6.5 feet described here - it has not happened, and will not happen. The net clarity increase over that 15 years is 6 inches.

As SNFLMA funds disappear, this process is already set up for failure, as surrounding entities are not equipped to set reasonable sustainable goals for themselves - unfortunately, TRPA has been so much on the defensive, dealing with symbiotic relationships like League "litigate", they are now subject to the Peter Principle.

The 'framework for strategic sustainable development' mentioned before is based on irrefutable science (vetted by the Nobel Science Committee two decades ago), and no one "in charge" here knows of it, or its' benefits in addressing all created dilemmas.
